Revised care home plans in Hampton spark parking concerns among residents

Revisions to care home plans in Station Road, Hampton have been submitted to Richmond Council but some residents are concerned that it could affect parking on nearby roads.

Previously, the council approved Hampton Care Home's plans for a three-storey care home in Station Road offering 66 bedrooms and 22 care suites, with 24 parking bays in September 2019. 

However, the developer has considered that in its current arrangement those proposals are no longer viable and that "amendments to the offering and the proposed layout are required to deliver the scheme".  

The revised plans offer 75 bedrooms and eight care suites, resulting in a reduction in population of the development from 93 to 91 people.  

In addition, the car park has been reduced from 24 to 21 parking bays. This latest application also looks to change various design and dimension aspects of the build. 

Some of the revisions to the accepted plans involve the basement, height of windows, and addition of a plant roof.

An extra bedroom has been added to the top floor as part of the reconfiguration of the building to suit the new mix of care beds and care suites which reduces the population of the build from 93 to 91, the developers say.  

The size of the basement is being reduced to "limit the risks of excavating and building near the former police station".  

In its design statement on behalf of Hampton Care Home, Carless-Adams state: "The supporting proposed drawings seek compliance with the planning approval granted and there will be no implications to the neighbouring properties as a result of the changes proposed within this document. 

"All amendments to the approved design continue to complement and enhance the development in the locality and character of the site.  

"The development will continue to provide a high standard of living and accommodation for residents with increasingly complex conditions in the community." 

However, some residents and The Hampton Society have submitted objections to the revised plans, noting that a reduction in parking bays could disrupt parking on nearby roads.

One objector says: "The lack of car parking provision in this application will simply result in parking spaces being sought in nearby roads which already suffer from an inadequate provision, worsened recently by the council's introduction of double yellow lines in Plevna, Varna and Avenue Roads and which is already problematic on match days at the Beveree football grounds." 

Alayne Ozturk from The Hampton Society adds: "It is unfortunate that four parking bays are to be lost when parking spaces will be vital due to the lack of parking in the area.  

"Even if it is still above the national average of 0.24 space per resident, this is an average. Understandably two are lost because of the need for an electricity substation but the others because of an additional single-storey building. Is this necessary?" 

The amended plans are expected to be decided in November.
