The impact of the coronavirus pandemic, traffic trials in Richmond and Bushy Parks, and the closure of Hammersmith Bridge to pedestrians and cyclists "dramatically" changed traffic conditions in Richmond last year, according to a new report.
This has made it difficult to work out the best way to reduce traffic in the East Sheen (Parkside) area, leaving councillors with no choice but to simply continue monitoring traffic data for another 12 months.

A small increase in the cost of a popular tennis membership scheme in Richmond has been announced.
Play Tennis Richmond runs 44 courts across 11 venues in the area on behalf of Richmond Council.
Work is about to begin to extend the Kew Road protected cycle lane – all the way to Richmond Circus.
The extension is being funded by £140,000 from Transport for London (TfL).

Martin Griffett has been taking photos in Richmond Park since 2008 - the same year he bought his first digital camera.
Originally from North Wales, Martin started off as a landscape photographer four decades ago, using an old SLR film camera to capture the stunning mountain views surrounding his hometown.
It's been an extremely chilly spell in Richmond.
Snow was falling over the town in the early part of last week, and the freezing weather meant it stuck around.
Richmond Council will soon be joining the London-wide Solar Together scheme, giving residents the opportunity to buy high quality solar panels at a discounted rate through a group buying scheme, helping to reduce their carbon footprint while making savings on household bills.
The council are working in partnership with the Mayor of London to make the transition to clean energy as cost effective and hassle-free as possible. Supporting the Solar Together initiative is one of many activities Richmond Council is delivering to tackle the climate emergency.
Residents in Ham have been asked to keep an eye out for toads which are due to begin their annual carriageway cross very soon.
The toads, which live on Ham Common, are currently breeding and will make the 100m journey from their habitat to pools on the other side of the road to spawn for approximately three weeks.
