Plans approved for 12 new flats in East Sheen

An application to build a new block of flats on Upper Richmond Road West in East Sheen have been approved by councillors, despite some concerns over the quality of parts of the scheme.
At a recent meeting, Richmond Council's Planning Committee unanimously backed proposals to redevelop Clifford House into a residential building containing 12 flats.
The application, submitted by Williams Property Group Ltd, will see a part two, part three and part four-storey building constructed, delivering nine one-bedroom and three two-bedroom homes.
Proposals also includes cycle parking, refuse storage, landscaping and changes to site access.
Councillors were told the site already had permission for a smaller development of eight flats alongside a ground-floor commercial unit.
The updated plans increase the number of homes to 12 by expanding the rear of the building and adding additional height, while removing the previously approved commercial space.
Members noted that the loss of the commercial unit was not considered a major issue in this location.
Despite ultimately approving the scheme, councillors did raise a number of concerns.
These included:
- The quality and layout of some ground floor flats
- The positioning of bin storage close to residential windows and outdoor space
- The impact of the increased building size on neighbouring properties, particularly in terms of daylight and outlook
However, officers advised that daylight levels would remain acceptable, and it was also noted that a neighbouring resident had withdrawn their objection to the plans ahead of the meeting.
Councillors said they were mindful of the need for additional housing in the borough, with the four extra homes seen as a benefit.
They also highlighted the increased Community Infrastructure Levy (CIL) contributions the larger scheme would generate.
On balance, the committee concluded that the benefits of delivering more housing outweighed the potential drawbacks.
The site, which has been vacant for around five years, was previously used as a car showroom, offices and a hand car wash.
An earlier scheme featuring eight flats and commercial space was approved in February 2025, before revised plans were submitted just a few months later.
