The Prince’s Head drops bar and BBQ plans

The Prince's Head pub, featured in Ted Lasso, has dropped plans for a bar and barbeque outside its entrance.
Richmond Council licensing officers recommended the plans for The Prince's Head be refused or for strict conditions to be slapped on the application after raising concerns anti-social behaviour and littering would increase.
Fuller, Smith and Turner PLC had applied to Richmond Council to vary the street trading licence held by the pub at 28 The Green, Richmond. This involved rearranging the outside seating areas to house a bar and barbeque, along with moving one of the benches.
The bar and barbeque would have been allowed to operate from 12pm to 9pm on Fridays to Sundays under the plans.
But the council's licensing authority, highways authority and parks team objected. In a report on the application, the licensing authority raised concerns the area is not big enough to house the seats, bar and barbeque safely while being filled with punters. Officers recommended the application be rejected, or strict conditions added to limit any impact on residents and visitors.
The authority said the placement of the bar and its expected queue next to the pub's entrance would "cause an unnecessary blockage of a possible fire escape", while the proposed extra bench in Golden Court would restrict access for pedestrians.
The authority added: "In reference to the effect of the additional services proposed by the applicant, there are concerns the surrounding pavement and Richmond Green will become used by patrons as an external seating/standing area, with the expectation of an increase in litter and anti-social behaviour through consumption of takeaway food and alcohol."
The council's highway authority also objected to the bar and barbeque proposals. Roland Copley, inspection and enforcement manager for highway operations and street scene, said in a letter on the application it is likely queues would "form on the public highway for the bar, which may have an adverse effect on the available footway for passing and repassing in Golden and Paved Courts."
Mr Copley added that possibly hot equipment for the barbeque "may be a danger to users of the public highway".
The council's parks team also objected to the plans after raising concerns about antisocial behaviour and littering. Yvonne Kelleher, parks service manager, said the team experiences antisocial behaviour "on and around Richmond Green due to alcohol consumption as well as littering complaints".
Ms Kelleher said: "We are concerned that an external bar and BBQ at these premises will potentially exacerbate the issue, as well as that of littering on the Green and around the town centre. BBQs generate smoke and nuisance to neighbours and passersby so this is also a concern for the wider community."
A Fuller's spokesperson said: "Recently we have looked to adapt our plans and ideas on how The Prince's Head could develop in the future and further support the local area. We were exploring some options and, having listened to feedback, have decided to withdraw this application."
