Plans have been submitted to change an office into four homes in Victoria Villas, Richmond.

Applicants Scapolan Burney Architects, on behalf of JNHP Group Retail Limited & Investors, have put forward proposals to convert a basement office space into four one-bedroom flats.

As part of the plans, five new cycle parking spaces will be added to the existing site at the rear of the building.

Two parking spaces, previously allocated for commercial use, will be given to the four new homes.

This meets the London Plan, which allows up to 0.5 to 0.75 parking spaces per one-bedroom home in outer London with a PTAL (Public Transport Accessibility Level) of 4.

Currently, 1 Victoria Villas is a five-storey residential building with an office unit at ground level.

The applicants say: "The proposed development should be granted prior approval for the change of use from office to residential in line with the above legislation. Unit 0.1 (1 Victoria Villas) has been in use as Use Class E(g)(i) office space for at least two years prior to the submission of the application.

"There is no perceived risk from flooding, contamination or noise from nearby commercial uses to future occupiers, and there will not be an adverse impact on the local highways network as a result of the change of use to residential."
